SANRAL suffered a setback today when the Supreme Court of Appeal dismissed its application for leave to appeal a 2015 ruling by the Western Cape High Court to halt the implementation of the Winelands toll route project on procedural grounds.

Residents of the Western Cape will no doubt give a collective sigh of relief, but it should be borne in mind that this case is about SANRAL’s failure to meet certain procedural requirements.  Nothing would prevent them from starting the process from scratch, this time following proper procedure.  It has therefore brought temporary relief – how temporary remains to be seen.
